That changed, at some point. What disturbs me most is what hasn't happened. Why the dragons who live have not left, and the ones who've died have not rested.

[This is that un-dead thing too. Others have said un-dead can be fought like normal, or just... made to rest, somehow, that hasn't been explained to Kahl. But it still reminds him of the Archons. Bodies stuck to heads that moved them like puppets, held together by crystal. Things too powerful to fight.]
How stop it? How make them sleep?

As far as making them stop, or stopping what does this to them, we're not sure. We're still trying to learn. Whatever's behind it likely affects the citizens of the citadel too.
