There is a spell to counter them and chase them off, it's called Expecto Patronum, and it conjures the patronus, though it isn't the only use of a Patronus. Most people can only manage a wisp, a non-corporeal form, in the early stages of learning the spell. The shape of your Patronus is supposed to be unique to you, and specific to your personality. But other than chasing away Dementors, I can also use it to send brief messages, of example, across far distances.
Regardless, it is a complex spell, all in all. My friend, he learned it as a precaution against the Dementors that swarmed our school, when we were in our third year of studying. It's way more advanced than that. We were meant to learn it in year five, but an absolute monster of a professor came to work for the school and took over in the name of the ministry and bureaucracy. She forbade the practice of defensive magic. She spewed a lot of bigotry too, and was just wretched.
Regardless. Again.
She had an iron fist around the school, but students knew that they'd need those spells to survive in the real world, for a very dark wizard was on the rise. So we formed a secret society, swearing anyone who joined to silence.
My friend, he found us a place where we could practice, and I talked him into teaching us because honestly, he's brilliant at it. Corporeal Patronuses don't happen easily, I was very surprised when mine was successful, because you have to grab onto your happiest memories or thoughts.

That said, yes. Even at the time, it did - I was all stress and outrage. It feels a lot harder to produce one here, but I suppose I stubbornly cling to those memories.
