And if Viktor needs the gemstones for something, that means that he hasn't been able to find and refine any in this world to suit his purposes. Which means only two gemstones exist in this world.
Allowing Vi the gauntlets, therefore, is unlikely to unleash a wave of hextech weaponry on this world, even in the worst case scenario of someone else getting the gemstones. And the gauntlets would provide Vi a great deal more protection than her bare fists.
