They are. I certainly can't make an argument
for
their ability to function with efficiency.
But let's not kid ourselves. One way or another, the long term state of this city's government is not going to be our problem.
[ Because they'll either be gone, or probably dead. Well, at least that feels like the case for Lockwood himself. ]
